Hon. Kato Lubwama, the Lubaga South MP, could lose his seat after a political activist took him to court claiming he lacks the minimum academic qualifications to be a legislator.
Through the Center for Legal Aid (CLA), an organization that provides free legal services, Habib Buwembo, the activist, contends that Lubwama failed his O-level exams and was never awarded a UNEB certificate.
Therefore, he shouldn’t have been admitted to Makerere and his diploma in Music, Dance and Drama, which was obtained from Makerere University and used as a basis for nomination is null and void.
The Petitioner was seeking permission from court to allow him file a petition challenging Kato Lubwama nomination and resultant election as to the MP seat of Lubaga South. Justice Margaret Oguli-Oumo of the High court allowed the petition meaning that Buwembo will now file a Petition to challenge Lubwama outside the required 30 days mandated for Parliamentary Election Petition, this Judgment may be used by other people to file Petitions against MPs in Uganda after the expiry of thirty days.

The answer is a straight no, his only fighting power was at the timing of the petition, it’s clear that he scored 9 in 9 Failed F9 in English, Mathematics, Physics and Chemistry. He got passes in History, Commerce and credits in Political Education, Geography, and Christian Religious Education. he was graded in division 7.
According to UNEB only candidates whose results fall within division one to four qualify to be given certificates and allowed proceed to A-level or do other certificate courses the rest must repeat the class, Mr. Kato Lubwama decided to spend his early life in drama and women, I remember my days in Old Kampala he used to come and scout for young girls and take them to join acting.
